Description:
On or about August 27, 2023, at 0142Hrs. NCPD was monitoring traffic in the 2700 block of Bigler Avenue where a Silver Dodge Neon traveling South with no registration lights was observed. While speaking with the driver of the vehicle an open can of Miller Lite was observed on the passenger floor. Officers were able to perform standardized field sobriety testing, the suspect identified as William Frank Jr. was read the DL-26 form, then refused to consent to a blood draw, subsequently, appropriate charges were filed at Magistrate Zungali's Office.
